Colorado Business License Overview

Colorado does not issue a universal statewide business license, but all LLCs and corporations must file a Periodic Report with the Secretary of State annually. The state's primary compliance fee is among the lowest in the country at $10. Local licensing in Colorado is municipality-driven, with Denver having one of the more comprehensive city licensing systems in the Mountain West.

All Colorado LLCs and corporations must file a Periodic Report with the Secretary of State.

Colorado Sales Tax License

Businesses selling tangible personal property or taxable services in Colorado must obtain a Sales Tax License from the Colorado Department of Revenue.

Colorado has a complex, home-rule sales tax system. Denver and many other Colorado cities are "home-rule" jurisdictions that administer their own sales tax separately from the state. Businesses operating in home-rule cities must register and file separately with each city.

Denver

Denver requires a Business License for all businesses operating within city limits, including home-based businesses and contractors. The license is renewed annually and managed through the Denver Department of Excise and Licenses. Fees vary by business type (typically $25–$100 for general businesses, higher for regulated categories). Denver also requires businesses to collect and remit Denver's own sales tax (4.81%), filed separately from the state.

Colorado Springs

Colorado Springs requires a Business License for regulated business types including food service, liquor, contractors, and childcare. The city levies its own sales tax (3.12%), filed separately.

Aurora

Aurora requires city sales tax registration and, for certain regulated industries, city permits. Aurora sales tax (3.75%) is filed through the city's own portal.

Boulder

Boulder requires a Business License for most commercial operations, along with a separate sales tax registration. Boulder's sales tax rate is 3.86%.

Fort Collins, Lakewood, Thornton, Arvada

These major Front Range cities each have their own sales tax and, for some, Business License requirements. Businesses expanding across the Denver metro must verify compliance city by city.
